It will be up to the leaders to decide. However, I am sure that there are solutions that can be debated and discussed, and legal constructs that can be developed. But it is not up to the central bank to encourage or support a mechanism whereby we would be asked, and required, to violate Article 123 of the Treaty." This was stated by ECB President Christine Lagarde at a press conference in Frankfurt, responding to a question on the use of frozen Russian assets. ‘Monetary financing is not allowed by the Treaty. You cannot expect me to endorse a mechanism that would imply monetary financing. That is quite clear,’ Lagarde explained.
