Milan, 4 August (LaPresse) – The Milan Public Prosecutor's Office is considering whether to appeal against the preliminary investigation judge's ruling on urban planning, which did not recognise the offence of undue influence to give and receive benefits in relation to the former Pirellino project, in which the mayor of Milan, Giuseppe Sala, is also under investigation. In the order for preventive detention in prison and under house arrest for entrepreneurs and architects, investigating magistrate Mattia Fiorentini recognised the chain of “pressure” and coercion exerted in 2023 by Manfredi Catella, Stefano Boeri and former Urban Regeneration Councillor Giancarlo Tancredi to get the landscape commission to vote for the P39 project, but not the presence of a direct “benefit” for the commission's president, Giuseppe Marinoni, who in those weeks said he was “appalled” and spoke of the “blatant partisanship” of the councillor towards the “Catella-Boeri duo”. Marinoni was allegedly persuaded to vote for it out of “subservience” to the city council leadership and a “debt of gratitude” to Tancredi, who had appointed him without “offering him any personal advantage”. For this reason, the precautionary measures necessary for arrest on that charge were not recognised, unlike those highlighted in the allegations of false corruption. For the Public Prosecutor's Office, Marinoni's “usefulness” is one of the clearest aspects of the case and for this reason it is considering an appeal before the Review Court. It has until 9 August to decide.
