Milan, 11 December (LaPresse) – The Milan Public Prosecutor's Office has closed the investigation into building violations and forgery at the “Scalo House” construction site in Via Valtellina-Via Lepontina, seized in November 2024 by investigating magistrate Mattia Fiorentini with a decree confirmed by the Court of Cassation in the investigation into Milan's urban planning. Another 22 architects, municipal officials, Palazzo Marino executives and entrepreneurs face trial on various charges of building violations, illegal land parcelling and ideological forgery. Prosecutors Marina Petruzzella, Mauro Clerici and Paolo Filippini today notified the conclusion of preliminary investigations into Green Stone's plans for two future towers, 31 and 45 metres high, with 8 and 13 floors and a potential 180 residents, which began as the complete demolition and reconstruction of two 1- and 2-storey buildings and were authorised by Scia for renovation and for the 122-bed ' Joivy' student residence with 122 beds, already inhabited and managed by the student housing giant DoveVivo spa. Among those under investigation, who have 20 days to request to be questioned or file briefs, are the designer Paolo Mazzoleni, former secretary of the Milan Order of Architects and current Councillor for Urban Planning in Turin, Roman entrepreneur Domenico Cefaly, an entire landscape commission and notary Dario Cortucci, before whom the urban planning agreement between Green Stone and Palazzo Marino was signed. At the centre of the investigation, which exploded on 7 November a year ago with a series of searches that led to corruption charges, is the story of the building that was “virtually demolished”. In reality, it was never demolished but “transformed into a lucrative student residence” with a change of use and the volume “totally recovered” to build two other buildings with “deluxe” accommodation with terraces and prices of up to €10,000 per square metre, where the top-of-the-range apartment can cost up to €2.5 million. According to the Milan Court of Review, which confirmed the seizure, the “virtual demolition” had falsified the “building rights register”. “Scalo House” was the third construction site seized in the city in chronological order, adjacent to the first: that of “Giardino Segreto Isola”, sealed in May 2024 and for which the closure of investigations was notified a few weeks ago.
