This year, European countries have already committed to allocating 23 billion euros, a figure higher than last year's. But we must also put pressure on Russia to stop this war," said EU High Representative for Foreign Policy, Kaja Kallas, upon arriving at the Foreign Affairs Council in Luxembourg. "Each member state is giving what it can, but I believe the message is very clear: we must do more so Ukraine can defend itself and civilians don't have to die. We must, she emphasized, put the maximum pressure on Russia to really end this war, because it takes two to want peace. It only takes one to want war. And we see that Russia wants war. And all those who want the killings to stop must put the maximum pressure on Russia."
