Turin, Sept. 8 (LaPresse) – Russian President Vladimir Putin has submitted to the Duma, the lower house of Moscow’s parliament, a proposal to withdraw from the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment. The draft law, according to the document cited by Interfax, proposes the "denunciation of the Convention."

"Following the blocking by the Council of Europe of the process of electing a new member from the Russian Federation (in connection with the expiration of the mandate of the previous one) to the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment, established on the basis of the provisions of the European Convention," Moscow, "since December 2023, has not been represented in this committee and has had no possibility to participate fully and legitimately in the work of this monitoring mechanism," it reads.

"The requests concerning the guarantee of representation of the Russian Federation in the European Committee have been ignored, despite the principle of cooperation provided for by the European Convention," the document continues.

"These discriminatory circumstances not only violate Russia’s rights of representation in the European Committee but also undermine the mechanism of mutual monitoring of compliance with international obligations regarding protection against torture and other inhuman or degrading treatment or punishment, as established by the European Convention. For this reason, it is proposed to denounce the Convention and its related protocols," it further reads.
